Rhônalpénergie-Evironnement

Logo RAEERhônalpénergie-Environnement (RAEE) is the regional energy and environment agency of the Rhône-Alpes region. Created 29 years ago by the Regional Council of Rhône-Alpes, local authorities and other bodies in the field of energy, the agency aims at contributing to the promotion, to the co-ordination and the development of actions in favour of the rational use of energy, the promotion of renewable energies, the protection of the environment and the practical application of the sustainable development concept.
The activities of RAEE are mainly targeted at local authorities and the public and social sector, but include also for certain subjects the agricultural sector. The agency is accompanying them through information, advice and assistance which take several forms:
  • managing a resource and exchange centre including the regional observatory of energy and GHG emissions
  • advising and accompanying local authorities and other public bodies during the prepara-tion and the realisation of projects (wood heating plants, park of wind turbines, solar hot water systems etc.) and audits (global energy audits, energy management)
  • accompanying and carrying out programs or global actions on a territory (RES strategy plan for the Regional Natural Park of Vercors, set up of school travel plans, club of sustainable cities and territories in Rhône-Alpes, energy managers in towns and in social housing companies, etc.)
Rhônalpénergie-Environnement is a non-profit association and gathers about 45 members of the Rhône-Alpes region, including the Regional Council of Rhône-Alpes, the «départements» (provinces), several towns and inter-municipalities, the energy producers (EDF, GDF (French electricity and gas board)), local energy distributors, associations in the field of energy and environment, federations (in social housing, the energy and services sector), financial bodies, etc. This structure guarantees an efficient and widespread dissemination of the project results ob-tained.
At the national level, Rhônalpénergie-Environnement is part of the RARE network (Réseau des Agences Régionales de l’Energie et de l’Environnement), regrouping presently 11 regional energy and environment agencies, which are ready to serve as a relay in the information dissemination. At the European level, Rhônalpénergie-Environnement is member of the FEDARENE (65 agencies in 15 EU member states) and is member of the board of administration.
Rhônalpénergie-Environnement has a long experience in managing and handling of European actions (more than 45) covering as well investment projects in the framework of the THERMIE A / FP 5 programme as studies, analysis of market potentials and dissemination activities in the framework of the ALTENER, SAVE, FP 6, INTERREG A and B and the EIE programmes.
As regional energy and environment agency, the staff of Rhônalpénergie-Environnement has a thorough know-how of the different renewable enrgy sources and technologies concerning the rational use of energy (solar thermal, PV, wood en-ergy, bio-fuels, hydro power, cogeneration etc.) and their concrete implementation (design, legal context, financing mechanisms etc.).
The agency gives a high priority to the dissemination of information and know-how. This is why it organises conferences and seminars, as well as producing brochures or setting up Web pages. The agency’s staff is therefore highly qualified and can assure the implementation of this action in the best way possible.
Recently new developed activities concern the development of pure plant oil for transport and cogeneration use.


Main tasks in this project

Within this project, RAEE will participate actively in the project management, accompany in the demonstration phase the other French partner FR CUMA and will be very active in the WP 7 organising dissemination activities:
  • organisation of a dissemination seminar linked to the project meeting in Lyon,
  • production of a leaflet with the project results and participating in presentations to technical journals and in special seminars.

Mains missions within Rhônalpénergie-Environnement
  • since 1996 expert for the regional energy and environment agency of the Rhone-Alpes re-gion in charge of European affairs, includes follow up of all the relevant EU policies in the field of energy and environment and the respective support programmes
  • managed more than 40 EU projects, with 30 being part of the different THERMIE, SAVE, ALTENER and EIE programme
  • senior expert for energy planning, local/regional energy and environmental policy counsel-ling, GHG emission reduction plans (covering energy efficiency, renewable energies, trans-port and mobility)
  • technical and financial assistance to local authorities for cogeneration and district heating projects
  • expert function concerning EU policies (i.a. European Climate Change Programme, Cogene-ration Directive etc.)
  • currently co-coordinator in cooperation with FRCUMA of the regional programme for pure plant oil experimentation
